BUDAPEST (Reuters) – The European Union ought to first signal a strategic partnership settlement with Ukraine as an alternative of beginning membership talks with the nation, Hungary’s Viktor Orban stated on Friday, flagging a solution to a doable compromise forward of a vital EU summit.

The 27 nationwide EU leaders are attributable to resolve in mid-December on whether or not to just accept the European Commission’s suggestion to ask Kyiv to start membership talks as quickly because it meets ultimate situations, even because it fights to repel Russia’s invasion.

Any such determination requires unanimity of the bloc’s 27 members, with Hungary seen as the primary potential impediment. The Hungarian prime minister has repeatedly stated Hungary wouldn’t help the Commission’s proposal in its current kind.

Orban reiterated on Friday that a number of points would have to be cleared earlier than membership talks may begin with Ukraine, saying the nation, making it not possible to evaluate what penalties Ukraine’s membership would have on the bloc.

“If we don’t know (what consequences it would have) then we should not start talks… So I will represent the view that the EU should first sign a strategic partnership agreement with Ukraine,” Orban stated in an interview on state radio.

“This (agreement) could last for up to 5-10 years, let’s bring them closer, as the gap is too wide now,” he stated. “Let’s give time for us to work together, and when we see that we can work together, then let’s bring up the issue of membership.”

Orban’s proposal comes a day after EU officers on Thursday stated Hungary was near unlocking entry to billions of euros of EU funds that Brussels had suspended over issues Budapest had broken democratic checks-and-balances within the nation.

The Hungarian premier urged a ceasefire in Ukraine, and stated if the EU needed to offer more cash to Ukraine then it ought to arrange a separate monetary fund outdoors the EU funds primarily based on an intergovernmental settlement.

“Everybody should put in the money that they want to, and we should send the money to Ukraine from (this fund),” he stated, including that sending financing to Ukraine to combat the struggle from the EU’s funds has overstretched the funds.
