    U.S. spot Bitcoin ETFs drew another $532.21 million on Monday, pushing cumulative inflows above $59 billion and total assets under management to $106.44 billion, as Washington moved the Clarity Act closer to a markup session. The combination is strengthening the market case for Bitcoin even as Iran-related risks remain in focus.

    That backdrop is also lifting interest in Bitcoin-linked infrastructure plays. Bitcoin Hyper (HYPER), a Bitcoin-focused Layer 2 project, has raised $32.5 million in its presale as investors look beyond BTC itself and toward products built around broader network utility.

    With Bitcoin holding above recent support and testing the $81,000 area, analysts are increasingly discussing the potential for fresh all-time highs before year-end. At the same time, capital is also rotating into projects that aim to improve Bitcoin’s speed, cost efficiency, and on-chain functionality.

    The White House has signaled that the Clarity Act can move forward after a compromise on stablecoin rules broke a previous impasse. Patrick Witt, Executive Director of the President’s Council of Advisors for Digital Assets, posted “Go time” following the breakthrough. Lawmakers are now targeting a markup session as soon as the week of 11 May, while prediction markets have pushed passage odds to about 70%.

    President Trump has publicly backed the legislation, which is expected to provide long-sought market structure rules for the sector and could support further institutional participation if enacted.

    The policy shift comes alongside continued demand through U.S. spot Bitcoin ETFs. Monday’s $532.21 million net inflow extended the recent buying spree and reinforced support for BTC as broader markets continue to assess macro developments.

    Analyst CryptoKaleo argued in a recent X post that concern around the $85,000 level is overdone, describing it as “FUD,” and said a broader commodity supercycle already visible in gold, silver, and oil could eventually extend to Bitcoin.

    Bitcoin Hyper Draws Presale Capital as Investors Look at Bitcoin-Native Infrastructure


    Against that macro backdrop, Bitcoin Hyper (HYPER) is attracting buyers with a pitch centered on Bitcoin scaling. The project says it is building the first true Bitcoin Layer 2 network to address the base layer’s slower transaction speeds and higher fees while preserving Bitcoin security.

    The presale has now raised more than $32.5 million, with HYPER priced at $0.0136796. The token has a total supply of 21 billion, allocated 30% to development, 25% to treasury, 20% to marketing, 15% to rewards, and 10% to listings.

    Early buyers can also stake immediately at a 36% APY. With regulatory clarity becoming a bigger theme in the U.S. market, projects positioned around making Bitcoin faster and more usable could remain in focus if the current momentum holds.
